INSTRUCTIONS TO TENDERERS
We have revised our contract requirements to incorporate Nalcor Energy’s Contractor
Safety Management Program. To ensure that your tender submission is in compliance
with our requirements, please review our contract documents and make certain all
required documentation, including requested information for the Contractor Safety
Management Program is included as required. The Contractor Safety Management
Program is typically not applicable to ‘supply only’ tenders.
All tenders close at 3:00 pm Newfoundland Time and must be received at Supply Chain
Management prior to closing time, on the date stated on The Quotation Request Form
or as outlined in the Instructions to Tender Section of the Tender Document to one of
the following:

Tenders will only be accepted via fax or hard copy delivered to Supply Chain
Management. E-mail tenders will not be accepted.
Tenders will be opened in public at Hydro Place, Second Level, immediately after
closing. Only the names of bidders will be released at our Public Tender Openings, and
posted to our web page within 24 hours.

Purpose
Nalcor wishes to determine bidding interest of potential bidders and invites applications from
suitably qualified and experienced contractors wishing to prequalify for the 245 kV Power Cable
Replacement Program contract at its Churchill Falls Generating Station. It is expected that
Invitations to Tender and Tender Documents will be issued only to prequalified contractors in
May 2013.

Description of Work
The work covered under the contract shall include but not be limited to the following:
• Design and supply new 245 kV rated power cables as per specification including all
terminations, accessories, electrical termination hardware, installation hardware and
cable shaft support hardware and perform Factory Acceptance Tests
• Provide the design of an online partial discharge monitoring system for the new cables
as an option for Nalcor’s review
• Delivery and offloading of new 245 kV rated power cables and accessories from
manufacturer’s plant to Churchill Falls
• Onsite testing of all cables upon delivery as per industry standards
• Provide procedure and drawings for removal options of existing oil filled cables
including procedure for draining oil and capping
• Provide installation options for installing the new 245 kV rated power cable in either a
sinusoidal arrangement as per the existing design; a straight arrangement; and/or an
alternative arrangement
• Provide installation options for installing the new 245 kV rated power cable with and
without the use of an Alimak system, as the Alimak system may not be available
• Provide installation design, procedure and drawings for new 245 kV rated power cables
including terminations, accessories, electrical termination hardware, installation
hardware and cable shaft support hardware for cable clamping system
• Drain oil from existing cables in accordance with environmental regulations and cap
while taking into account the cable’s oil pressure
• Disconnect and remove ventilation system/air ducts, fall restraint system railings, oil
reservoir and gauges from the top of the cable shaft to allow access for removal and
installation of power cables
• Disconnect and remove existing 245 kV rated oil filled cables and accessories from 260
meter long vertical cable shaft
• Offsite disposal of 245 kV rated oil filled cables and accessories in accordance with
environmental regulations
• Installation of new 245 kV rated power cables and associated terminations, accessories,
electrical termination hardware, installation hardware and cable shaft support
hardware in 260 meter long vertical cable shaft
• Perform inspection, commissioning and electrical tests as per industry standards
• Re-install ventilation system/air ducts and fall restraint system railings at the top of the
cable shaft
• Provide training for operation and maintenance of new power cables to Owner’s
designated personnel
The supply and set up of all plant and equipment required to perform this work shall be the
responsibility of the Contractor. This includes all special equipment as well such as cable reels
and cable payout systems, controls to regulate the speed of cable reels, winches, testing
equipment etc.
All personal protective equipment required to perform this work including but not limited to
safety boots, hard had, reflective vest, safety glasses, fall arrest harnesses, breathing apparatus,
emergency rescue systems, communication equipment etc. shall be the responsibility of the
Contractor.
